Implementation of the report
Report recommendations could not be fully applied. Because some recommendations were ignored due to changes of chairman and various administrative issues in PCB. For example, Mushtaq Ahmed later continued to carry out coaching duties even though the report recommended keeping a close eye on him.
Discussion on the status of the report
While some quarters termed the report as incomplete, Justice Qayyum rejected the impression saying that the report was fully prepared and it was the PCB's responsibility to implement the report.
PCB also acknowledged the report and appreciated it. But many problems were faced in the implementation of this report.
The Justice Qayyum Commission report was an important step against match-fixing in Pakistan cricket. But due to non-implementation of its recommendations, problems arose in the future as well. Had the report's recommendations been fully implemented and legislation enacted in light of it, the subsequent spot-fixing scandals might have been avoided.
Even in our sports board appointments are made on "political" grounds. We are not even ashamed to review why only one Arshad Nadeem has come forward in the last 77 years and that too not because of the patronage of any board but because of his hard work. We have been victims of terrorism since the 80s, but till today we have not evaluated how much "sport" can bring about a big change. In the global war against terrorism.
